The production of the 6.38-inch OLED displays for the Galaxy Note 9 started in April, which is two months earlier compared to the Galaxy Note 8.

So these claims do have some base to them.

Compare that with the £739 or $729 you have to pay for a new Samsung Galaxy S9, and that's quite a difference.
