A horrified Peggy Allen, Allen's mother, said she had talked to Rogers about the dirty condition of the home, saying it was important to keep a clean house.

Ten children believed to be living in "horrible" conditions were removed from a home in Fairfield, California, police announced Monday. "This is absolutely appalling", Ina Rogers said, standing in the doorway of her Fairfield home while giving reporters her reaction to charges she and her husband abused, even tortured, their 10 children. However, officers immediately noticed how the child's nine other siblings, ranging in age from four months to 11-years-old, were living in squalor. She said that she was the one who called authorities about her missing 12-year-old, The Washington Post reported.

They arrested Rogers on suspicion of child endangerment and had all 10 of the children placed into Solano County's Child Welfare Services.

With the assistance of Child Welfare Services and the Solano County District Attorney's Office, detectives with the Fairfield Police Department's Family Violence Unit initiated an investigation.

The father of those children, Jonathan M. Allen, 29, of Fairfield, pleaded not guilty Monday in Superior Court to seven counts of torture and nine counts of child cruelty with the possibility of injury. Ina Rogers faces 10 felony counts her husband is accused of torture. She said Rogers spoiled her children and the messy house was just life with children, cats, a dog and fish. Rogers, who was arrested for neglect last month, says the home only looked messy because she tore it apart searching for her son.

"So objects were obviously moved while conducting that search but that was not the basis for the charges regarding the environment the children were in though", Hurlbut said. Hurlbut said some areas of the home were impassable.

Police say they have removed 10 children from a squalid Northern California home and charged their parents with neglect and torture.

The kids didn't require medical consideration once they have been eliminated.

In total, the couple has 11 children, KTVU reported (but other sources are reporting they have 10 children.) Eight of their children are biological children that they had together, KTVU reported. A judge ordered him held in lieu of a little more than $5 million bail, said Sharon Henry, chief deputy district attorney for Solano County.

Rogers showed reporters the inside of her home, which she claims was left messy by police after their search. The children, authorities said, were home-schooled.

The house has four bedrooms and is located 46 miles northeast of San Francisco. Rogers and Allen are both Fairfield, California residents.

She is estranged from her son and he has kept his family away from the children, she said. Once that fear sets in, you don't know what to do'.

She said: "There's no broken bones, there is no major scars, nothing". "My kids get bumped and bruised and scratched because they're kids but that's it".
