At 3.05 p.m., a man driving a rented Home Depot pickup truck entered the West Side Highway bicycle path at Houston Street, according to O' Neil.

After being briefed on the attack, President Donald Trump, a New Yorker, said he was sending "thoughts and prayers".

A police official said the attack was being investigated as a possible act of terrorism. The FBI and NY police urged members of the public to come forward with any information that could assist the investigation, which the mayor said preliminary information suggested was a lone wolf assault.

The Russian Embassy to the United States is now checking whether any Russians were killed or injured in Tuesday's attack in NY, embassy spokesman Nikolai Lakhonin told TASS. The Islamic State has been encouraging its followers to mow down people, and England, France and Germany have all seen deadly vehicle attacks in recent months and years.

Witnesses heard four or five gunshots and saw a man running down the street clearly with two fake guns.

"The suspect exited the vehicle displaying imitation firearms & was shot by NYPD".

The man accused of running down almost 20 people in New York City on Tuesday is a former OH resident.

An Associated Press photographer on the scene saw at least one person lying motionless on the Manhattan bike path.

The use of a hired van in the attack had clear echoes of the London Bridge attack in June, when terrorists rented a Hertz van from B&Q and used it to mow down pedestrians before stabbing more victims. Video footage shot by an office clerk working in the 52-story 7 World Trade Center building showed that all main streets around the usually bustling financial district had been vacated, with only police vehicles spotted moving or parking in the area.

It's unclear if anyone was injured.
