The advocate, who had first filed the case for cleaning of Ganga in the Supreme Court in 1985, said there has to be proper monitoring by the Centre, the state governments and the National Mission for Clean Ganga.

The green panel directed that there should not be any kind of waste dumping within 500 meters from the edge of Ganga within the stretch of Haridwar to unnao.

In a detailed judgement, the tribunal also prohibited dumping of waste within 500 metres from the river, ordering that every offender would be liable to pay a penalty of Rs 50,000 per default.

Uttar Pradesh should be "duty-bound" to shift tanneries within six weeks, it added.

"The issue was raised by the lawyer, on whose petition the National Green Tribunal (NGT) today delivered a detailed judgement and noted that over Rs 7000 crore have been spent by various authorities on Ganga cleaning without any significant improvement in the river".

The court has also appointed a supervisory committee, headed by the Secretary of the Water Resources Ministry and comprising IIT professors and officials of the Uttar Pradesh government to oversee implementation of the directions passed in its 543-page verdict. The bench said Ganga needs a plan that is "technically feasible, economically viable and practically executable with tested modern technology, appropriate technical inputs from stakeholders and expert institutions as to performance and planning, free from fundamental errors". NGT also asked the Uttar Pradesh and Uttrakhand governments to issue guidelines regarding the formulation of religious activities on the ghats.

Centre has allotted over Rs 2,000 crore under the "Namami Gange" program for the objective of cleaning Ganga river.

"It has been brought to our notice that huge quantity of hazardous e-waste generated from various industries in powder form is being disposed on the bank of river Ramganga in Moradabad", the bench said.
