The city's Taxi and Limousine Commission issued a proposal Monday that would require auto services that only take credit cards to offer riders a tipping option on the same card.

Uber, in a statement, said it had not seen the the proposal but wants to help drivers.

"Uber is always striving to offer the best earning opportunity for drivers and we are constantly working to improve the driver experience", she said. Now, the Taxi and Limousine Commission says it will begin writing the rule, which is "just one piece of a more comprehensive effort to improve the economic well-being of drivers", TLC Commissioner Meera Joshi said in a news release.

Lyft, Uber's rival ride-sharing app, now has a tipping system and, in March, the company said their drivers made more than $2 million in tips nationwide. "They actually feel uncomfortable when they get of the vehicle and can't tip the driver", said Conigliaro, who added that he finds it a nuisance when he uses Uber to have to make sure he has cash to tip the driver. However, if the proposal does become a new rule, and Uber is required to add the feature, there is the chance other cities might demand the same tipping option from Uber.

The Independent Drivers Guild, which represents Uber drivers in NY and part of the Machinists Union, collected more than 11,000 signatures in a petition. In three major USA markets - Denver, Detroit, and Houston - Uber drivers earned less than $13.25 an hour after expenses in late 2015, BuzzFeed News reported past year. The Guild represents around 50,000 rideshare drivers in New York City.

The recommended fine for alleged violations is believed to mark the first such citation issued against the San Francisco-based ride-hailing network or its competitors since the rules were adopted in 2013.

If New York City does force Uber to tip it could increase pressure on Uber from drivers in other cities around the world - many of which have concocted inventive ways to encourage tipping, often in vain as many riders do not have cash on hand. After that, the commission's board will cast its vote.

The proposed rule is supposed to be formally introduced by July.

Earlier in the day, the Delhi HC restrained two taxi drivers' unions - the Sarvodaya Driver Association of Delhi and the Rajdhani Tourist Drivers' Union - from disrupting services of cabs run by Ola and Uber in the national capital region. "Cuts to driver pay across the ride-hail industry has made tipping income more important than ever", said Conigliaro in a statement.
