Ash Carter: Russia sowing seeds of global instability

Also on Wednesday, the Kremlin said the latest round of U.S. sanctions against Russian Federation ran counter to potential cooperation on "sensitive issues" that President Barack Obama and President Vladimir Putin discussed during their meeting this week during an economic summit in China.

In a speech to students at Oxford University, Carter blasts what he calls Russia's "unprofessional behavior" in Ukraine, Syria and cyberspace. "That's why we also need to look at and be honest about where our operations and peacekeepers have fallen short, and to take steps to improve the diversity, leadership, accountability and performance of our peace operations", Carter said.

A key way to doing so, he said, is for each side to have operational awareness of the other - "to know exactly what they're doing, and for us to establish the way with them, ways that they can not interfere with one another in the pursuit of their separate objectives".

Carter highlighted two primary challenges during his speech: a more aggressive Russian Federation that seeks to "erode the global order" and the threat of terrorism as the Islamic State group metastasizes. Bernie Sanders (I., Vt.) in the Democratic primary, leading committee chair Rep. "I am confident the US and the United Kingdom will now focus on the future, and that is what I am doing".

He told students Russian Federation had engaged in "unprofessional behavior" in Ukraine, Syria, and cyberspace, and said Moscow was also guilty of nuclear "saber rattling".

"Unfortunately, it's tendency is to pursue that goal by undercutting the work and contributions of others rather than creating or making any positive contributions on its own.

And that's in addition, of course, to the two brigades the United States already has stationed in Europe", Carter said.

"The choice is Russia's to make", Carter said, "and the consequences will be its responsibility". Kremlin spokesman Dmitry Peskov has told reporters that suggestions of Russia sponsoring hacks of the DNC are "maniacal attempts to exploit the Russian theme in the USA election campaign".

Carter thanked the minister for Turkey's resolve in the fight against terrorism and Turkey's critical support for the campaign to counter the Islamic State of Iraq and the Levant, the press secretary said.
